Engaging libraries and archives in shared digital infrastructure

There are many efforts to engage librarians in designing and supporting long-term infrastructure.
Their work has long been to archive + curate scholarly work; tens of thousands of people at thousands of institutions devote themselves to this.

What is the current envelope of efforts to engage them in building a public version of the closed infra provided today by companies? Where are the gaps and who is the library work is thinking about filling them? For obvious library-services such as cloud storage, what are global or regional equivalents run by public-interest libraries?

Once there is a unique phrase for this, perhaps we can start a set of “List of ____” articles on Wikipedia. :face_with_monocle:
